Step-by-Step Instructions
  1. Preheat the oven to 375°F (190°C) and grease a 9x13-inch baking dish.
  2. In a large skillet, heat olive oil over medium heat. Add ground beef and cook for 5-7 minutes until browned. Drain excess fat.
  3. Add chopped onion and minced garlic to the skillet, and sauté for 3-4 minutes until the onion is translucent.
  4. Transfer beef and onion mixture to the baking dish. Layer thinly sliced potatoes evenly on top.
  5. Sprinkle with salt, pepper, Italian seasoning, and paprika. Add shredded cheddar cheese over the potatoes.
  6. Pour beef broth or water around the edges and drizzle with milk if using.
  7. Cover with aluminum foil and bake for 30 minutes. Remove foil and bake for another 15-20 minutes until cheese is bubbly.
  8. Let cool slightly before serving. Garnish with fresh parsley.
