- In a mixing bowl, combine ground beef, minced garlic, soy sauce, fish sauce, sugar, and chopped fresh Thai basil leaves. Mix well until all ingredients are evenly distributed.
- Lay out a spring roll wrapper with the corner points facing you. Place the beef mixture on one corner, fold over the filling, tuck in the sides, and roll tightly to seal securely.
- Heat vegetable oil in a large frying pan over medium heat until it shimmers, roughly 3-5 minutes. Test the oil's readiness by dropping a small piece of wrapper in to see if it sizzles.
- Carefully place the rolls into the hot oil in batches and fry for about 3-4 minutes on each side until golden brown and crispy.
- Remove the rolls from the oil and place them on a plate lined with paper towels to drain excess oil. Garnish with fresh Thai basil leaves and serve hot.
