- Preheat your oven to 400°F (200°C) and line a muffin tin with paper liners.
- In a medium bowl, combine rolled oats, whole wheat flour, brown sugar, and cinnamon. Drizzle in melted butter and mix until crumbly.
- In a large mixing bowl, whisk together both all-purpose and whole wheat flour, baking powder, brown sugar, spices, and salt.
- In another bowl, whisk together the milk, vegetable oil, egg, and vanilla extract until creamy.
